The Ukrainians wanted basically to be handed back to them and the United States.

The Russians are willing that it should be run by Russia and the United States.

I mean, the obvious solution will be some kind of three-way

control under the International Atomic Energy Agency. I mean, that's the obvious way to go.

I mean, obviously, it wouldn't be easy. And that also does raise the question of whether the Russians and Ukrainians after a peace settlement

will be able to work together to make a peace settlement stick.

But this, in my view, is not a deal-breaking issue.
