With the G20, I welcome John Bolton, a former ambassador to the United Nations

former National Security Advisor, writing most recently at the Washington Post asking,

what is the G20? What is it for? We know G7, and then momentarily, as John's column reminds us,

there was a G8. Oops. Russia is back to Moscow, and it's now a G7 again. But the G20, John,

a very good evening to you. Where did it come from? Why do we need it now? Good evening.

Good evening. Well, it's about 15 or 20 years old accounts differ. It kind of came into its own

in 2008 and then 2009 at the time of the great financial crisis, and it was intended to be

an alternative to the G7. Yet another of these groups, the seven, as you mentioned, the seven strongest

Western industrial democracies. So this one includes the likes of China, Russia, Brazil,

India, and a number of other countries, and they represent a considerable portion of the world's

GDP. But I think it can be fairly said that nothing has been accomplished in the course of these,

now, 15 years of meetings, except to provide a form for leaders to have what a diplomacy we

call bilateral meetings, one-on-ones, or small meetings with the heads of state of the different

members. You know, it's important for these people to talk to one another, but what they get out

of a G20 meeting is something they could have gotten in a series of one-on-one meetings

anywhere in the world, including this week at the United Nations in New York.

The big news is that the G20, as far as I can read the headlines, was what didn't happen.
