| 0:14.2 | uncovered. In fact, it's so bad the governor Tim Walts has had to announce that he will not be |
| 0:18.4 | seeking a third term for governor. But here's the thing that makes everybody upset. |
| 0:23.2 | How could this possibly have happened? |
| 0:25.5 | How much fraud has actually taken place and why aren't there more prosecutions? |
| 0:30.1 | And today, we're going to answer that question because it's not what you think. |
| 0:34.9 | It's not that there hasn't been fraud. |
| 0:37.3 | It's that some of the worst of all of this isn't technically fraud. |

| 0:43.5 | Some of it is illegal. |
| 0:45.1 | But a lot of it is just regular practice within government. |
| 0:48.4 | But it always seems that it's predominantly one political party that benefits from it. |

| 1:01.0 | attorney generals, sheriffs, police chiefs are the ones benefiting from the way the system is rigged. |

| 1:17.9 | federal charges against 47 defendants and 250 million feeding our future fraud scheme. Now, |
| 1:24.2 | for those of you that have been hearing that this is actually hundreds of millions of dollars more than just $250 million, why aren't there more charges? Why aren't there more indictments? |
