This is John Batchel, a conversation with colleague Professor Brenda Schaefer of the U.S. Naval

Postgraduate War College. We come to the revelation that the protests in Iran centered in Tehran

are very different than their response so far in the provinces, in the outside, the ethnic minorities of Iran.

And Brenda contrasts how an IRGC bully, brute, or killer,

is treated in the big cities with security

and not in the minority, the ethnic minority, smaller cities, the villages.

Here she gives the example.

This is not all one revolution.

It's not all in the same language.

And it's not clear that it will be successful unless the minorities participate.

In contrast to the big cities like Tehran, you know, like an IRGC guy could go out,

he can do, you know, kill people, do stuff, could go back home to his compound,

and he and his family can live safely.

But in the smaller towns, which are mostly populated by the ethnic minorities,

for years, they have had direct retribution.

So, for instance, in Ahwaas among the Arabs, if there was a IRGC head, policemen that had tortured people, killed people, suddenly he shot in front of his home.

You know, and I've seen, I've had activists send me from, uh, from the Arab populated

areas, watch in the next 24 hours what's going to happen in order to prove that this isn't, you know,

just some kind of, uh, criminal retribution or, you know, that, that, that actually it was,

was a national, a national movement. And if you look, um, in, in, in, among the baluch, almost every week, three or four policemen, IRGC, were being killed in the last two, three years by the Baluch.

So it's very important that these minorities join the revolution in order for it to succeed.
