This is CBS I On the World. I'm John Batchel. I welcome my colleague Jonathan Shanzer,

executive director of the Foundation for Defense of Democracy traveling, and he's here to help me

understand what we know so far about the tragedy in the Bondi Beach of Sydney in Australia.

The death toll is unacceptable.

At the same time, the conduct of the shooters, one survived, one is in custody, was puzzling

to watch because it was all on video video and there was no attempt for the shooters

to either get away or hide themselves or drop their weapons and walk away. They continued to

shoot and shoot and shoot right up until they knew that the police and the military figures

were going to respond and indeed they did.

It's a puzzle, especially because opening fire on helpless people, women and children,

that's something that has to be taught. That does not come naturally to any human being.

Jonathan, a very good evening to you. What do we know now, knowing that it's early days and the first three reports are wrong

about the shooters in their conduct?

What we understand right now is that it is a father and son pair that they trained for

four weeks in the Philippines.

Exactly who they were training with is not clear,

but we now know that they have ISIS propaganda and ISIS flags that were in their possession.

We understand that the military and the police were just dreadful in the response in Australia.

There was just simply no rapid response to this emergency.

And in fact, they only deployed two policemen to the scene before the attack took place
