This is John Batchel, a conversation with colleague Charles Burton, author of the new book The Beaver and the Dragon, about China-Canadian relations these many years of trade and contest.

Charles here measures the new government in Ottawa, Mark Carney's government, and how it is approaching the People's Republic of China, what to

watch out for, and what Canada is not paying attention to, which is foreign influence operations

on Canadian decision makers, including Mr. Carney's office.

Here's Charles, to explain generally, the missing piece of security apparently in Canada right now,

which is watch out for the Chinese influence operations. It's that simple. Much more of this tonight.

Good evening. Well, I think that Mr. Carney has an assumption that if he makes concessions to China on China's infiltration

of Canadian society, espionage, doesn't implement the Foreign Agents Registry Act and

doesn't prevent Chinese proxies harassing opponents of China in Canada, that China will respond by

generously opening its market to more import of Canadian commodities. Historically, this hasn't been

the case that when you're nice to China, they don't actually give you the reward.

They simply give you a promise of the reward.

But I think that's where Mr. Carney is going.

I'm speaking in the Canadian Parliament tomorrow about the delay, the long delay, in implementation of what we call our foreign influence and interference registry, because the government

doesn't seem to want to have a FARA because China obviously would not like to see their operations

in subverting Canadian policymakers inhibited by implementation of a law

that's been on the book

since June
