not far from solved, and yet at the same time routine reports now of the inadequacy of the

Rodriguez government to respond to the human suffering and to the dislocation, the fallen

infrastructure, the internet, the telephone, the water, all the

neighborhoods that are rocked, not just the collapsed ones, the whole of Caracas is in distress.

What is the plan? I understand they had

phases one, phase two, phase three, but that did not account for a twin earthquake that left

the city helpless or apparently helpless from the outside. Professor, do we have any
