This is John Batchel. The Financial Times carries a report of a secret document dating 2013, 2014, 10 years past,

where Russia considered attacks on nuclear power plants in South Korea and Japan, one in particular

in Japan that's a nuclear waste storage site, leading to catastrophe for both countries.

In conversation with Henry Sikolsky of the Non-Proliferation Policy Education Center,

Henry puts this report together with other threats to electricity, to the grid, to energy,

to infrastructure, such as we're seeing in Ukraine,

and identifies it correctly as part of hybrid warfare, information war, the threat is the weapon.

Washington Post said we've got to start responding to hybrid war on the West and all these

incidences.

Well, the point here is that we're now seeing that gray warfare is a very active measure

that we've got to worry about, and we may have to respond to.

I think in talking to some people in the Trump camp that hope to get in soon to do work.

They are very interested, for example, in responding to cyber attacks on our electrical

supply system, typhoon voltage by the Chinese, by doing the same to China.

You get a picture here that this information war is effective

because it's plausible that the Russians might do it,

and it's plausible we may have to respond more firmly

than we have in the past to things like this.
