This is CBS Eye in the World. I'm John Batch, the competition with the People's Republic

0:09.3

of China and other bad actors aligned with Beijing includes some high-end technology

0:15.5

terminology, and I welcome Mark Montgomery of the Foundation for the Defense of Democracies.

0:21.3

He's a senior director of the Center on Cyber and Technology Innovation, learning from

0:26.5

Mark, publishing at the Hill, that there is a particular kind of technology that you

0:32.1

need to conquer to understand where we are in this competition. It's called Risk 5, an

0:38.3

open-source chip design architecture that can serve a variety of end-use applications.

0:44.5

Admiral, a very good evening to you. Thank you for this. I get lost in your explanation.

0:49.9

What does Risk 5 do and what does it mean to be open-source? Good evening to you.

Thanks. It's a real pleasure to be here, John. Look, this is a complicated issue, as are

1:00.7

almost all these kind of emerging technology export control issues. Risk 5 is an open-source

chip design architecture. It is a way of designing chips shared information between different

program writers and designers and architects that allow us a sharing of increasingly

1:22.0

complex blueprints and diagrams and designs for chips. These chips can have any sort of

1:33.4

application. It's certainly dual, but we would call dual use. They can drive artificial

1:37.3

intelligence. They can be used in autonomous systems like drones. They can be used in

1:41.2

surveillance technology. They can be eventually integrated into weapon systems. Really,

1:49.8

as whole enterprise, our legitimate attempts at export controls and outbound investment

screening in order to maintain a fair, more competitive environment with China for both

2:05.4

our companies in a non-military realm and also to protect our security in the military

realm, which should not be providing the tools which an adversary can use to build the
