In Southern California, millions of people are experiencing the effects of former hurricane

Hillary, which has been downgraded to a still powerful tropical storm as it comes ashore.

From devastation KQED, Saul Gonzalez has more.

Whether forecasters predict sustained high winds and several more inches of rain for Southern

California, especially in inland mountain and desert areas, the storm is particularly

challenging for the region's unhoused population.

People like Anthony Castello, who lives in a makeshift shelter in downtown San Diego.

I got a tarp, I got food, that's about it.

And I assume the tarp is really all important for you, right?

Yeah, yeah, keep the terrain off you.

Keep the water off you.

Residents across Southern California are being asked to stay home, if possible, and to

expect road closures and flooded areas and possible power blackouts.

The U.S. Navy is also taking precautions.

Taking ships docked in San Diego out to the open ocean to ride out the storm there.

Meanwhile, a 5.1 magnitude quake hit north of Los Angeles today.

There are no immediate reports of injuries or damage.

In Washington state, firefighters are battling wildfires that have burned around 35,000 acres

and left at least one person dead.

The biggest, the gray fire in Spokane County is only 10% contained, Sheriff John Knowles.
