From CNN, I'm Aaron Matheson, with the five things you need to know for Wednesday, October 22nd.

We start in North Carolina, where the State House has approved a new congressional map,

and Republicans say the reason behind the redistricting push has been clear.

The purpose of this map was to pick up a Republican seat.

We've stated that over and over again.

Senate Bill 249 passed on a 66 to 48 vote,

and the extra seat may help the party win a majority in the U.S. House

after next year's midterm election.

The new district lines target an area held by Democratic representative Don Davis.

He's one of the three black members of Congress from the state.

And they're explicitly drawn to give Republicans the advantage for 11 out of 14 U.S.

House seats from North Carolina.

In the lead up to the vote, some Democratic state lawmakers protested, calling it a power

grab that will dilute black voters in the Eastern District.

The state joined Texas, Missouri, and others in drawing lines to benefit the GOP, bringing the total

number of new Republican-friendly districts created this year to seven.

Now to Chicago, one of several Democratic-led cities sparring with the Trump administration over

National Guard deployment.

A federal court decided to extend an order blocking the deployment of troops to the Windy

City.

But U.S. District Court Judge April Perry's decision could be moot, depending on the U.S. Supreme

Court.
