The seasons and jails in America are built very intentionally to be harsh, difficult

They are built very intentionally to be traumatizing places.

What we see is that when there's a problem in child welfare, a horrible incident occurs,

everyone wants to make sure there's enough case workers and make sure there's enough

placements and make sure there's enough foster families.

But then what happens is over time, legislators, commissioners, whatever, lose interest and

they start nickel and dime in the agency so that you get fewer case workers, worse supervision,

lots of turnover and the expertise that was once there just sort of fades away and the

service is fade and everybody forgets what good practice is because they're so overstressed

with limited resources.

And then we got to start all over again.
