attack by Hezbollah following the attack by Hamas

October 7th. The Hamas war continues. The Hezbollah war is in front of us and the IDF and the IAF for defending Israel. I welcome

Peter Berkowitz of the Hoover Institution writing most recently by invitation at

the Washington Post to comment on all of this war

fighting that's been going on nearly a year now but in particular we're looking

at events in Lebanon and Beirut and Bocah in these last hours and days.

Peter is one of several voices the Washington Post invited

and in his case he's looking at

military understanding of lawful warfare, the laws of war.

And it turns on three important terms which Peter will help us understand. Necessity, distinction, and

proportionality. This applies to any war fighting situation when the country is

attacked such as Ukraine or such as Israel.

We're going to be specific now about Hezbollah, but it also applies to what we've seen

in Hezbollah, of the Houthis in Yemen, and certainly of the bad actors on the West Bank but we
