want to build bigger shoulders do I need lateral raises or are overhead presses and rows enough?

If you are a beginner and intermediate, no, you do not need lateral raises.

If you're at a later stage in the intermediate, certainly if you're advanced, then yes, you will need

lateral raises of some sort if you want to build the biggest side delts that you possibly can.

Overhead presses are great.

They're gonna hit your front delts, mainly,

depending on how you do them, the angle, your anatomy,
