This is CBS, I on the world. I'm John Bachelor. The Foreign Minister of the

European Union, formerly the Spanish Foreign Minister Joseph Burrell, commenting within these

hours. War is certainly looming around us. A high intensity conventional war in Europe is no longer a fantasy. And then because

the minister has metaphor, the Berlin Wall has been replaced with a ring of fire around us.

I welcome Judy Dempsey, the Strategic Europe Editor-in-Chief for the Carnegie

Endowment of International Peace, and Mr Burrell is not speaking of peace, he's speaking of a general

European war.

Judy, you have written usefully about the European Union's lack of strategic vision. I believe

Mr Burrell has the same sense. What do you mean by strategic vision? What is not

there that needs to be quickly? Good evening to you.

Good evening, John. Thank you for having money a show. What's it's not there is what

Joseph Brill has been repeating ad nause, but doing very little about it.

What is not there is learning from the lessons of the past.

What is not there is understanding what in this case Russia's intentions had been in Georgia in Chezia in Armenia and of course in Ukraine.

Of course it's not been there is a kind of collective strategic culture of a common threat perception and how actually the Europeans are going to put in place a security architecture to underpin a strategic outlook.

Except the problem is they do not think strategically they react.

You write that Ukraine has been and remains the European Union's blind spot.

What does that mean, Jody?

What it means is that the Europeans are still in a kind of comfort zone. The war really hasn't come to Europe, which is a good thing, but

migration has, refugees has at the cost of financing the war in Ukraine.

But the Europeans haven't made the big quantum leap

to go to the whole hog in supporting Ukraine.
