That all changed radically after September 11th.

This whole mission to leave is dropped, got a new lease on life with those terrorist attacks.

And at that point, the intelligence community got an impossible task.

They were told never again.

And if you think about it, it is a ridiculous impossible task.

But the only way you can even remotely have a chance of ensuring that something doesn't happen is to know everything that does happen.

So that focus on the Soviet Union on the Warsaw Pact was turned to the rest of the world,

was turned into the United States, turned to the rest of the world.

And this also changes the nature of NSA's collection.

When the enemy is over there in Moscow, you could eat shop on Moscow.

When the enemy can be anywhere, then unique abilities against everyone everywhere.
