Cornelius Fudge is trying to undercut Dumbledore by creating a new position, the Hogwarts

High Inquisitor, who will have the power to inspect teachers at Hogwarts and report back to the

ministry. And of course, the Hogwarts High Inquisitor is none other than Dolores Umbridge.
