Al Salvador's president re-elected recently by an overwhelming electorate is Naibuquele, visited by

Marco Rubio and his first embassy outside the United

States since his appointment and confirmation as Secretary of State.

I welcome Mary Ann Estacio Grady, the American columnist and editor for the editorial page

of the Wall Street Journal, to explain a photograph that makes it look very much like the host

gathering the affection of the visitor.

The visitor is Marco Rubio, the host is Naiboukele.

He has a left hand on Mr. Rubio's right shoulder and a friendly gesture, and they appear to have

known each other for quite some time. Mary, a very good evening to you. Naiboukele looks like a

paragon of president of Central America. However, you outline the facts in your piece about how he got here.

As I recall, it's fair to say that he is no friend of transparency.

I would say he's no friend of transparency.

He is no friend of democracy.

And he shouldn't be treated as some

kind of a role model by the United States. But in fact, that's what Marco Rubio did when he went

to visit him in El Salvador and his recent swing through Central America. Naibu Kelly has violated his own constitution.

He's fired his constitutional court, replaced it with his own handpicked members to sit in the court.

They then ruled that he was allowed to run for re-election, even though the Constitution clearly says he

cannot run for re-election. And he's used his power to basically call a, what we might call
