Rule of law. If getting Pregosan the head of the Wagner Group, a man who challenged the

president of Russia, Vladimir Putin one weekend with a mutiny, and yet we're told Pregosan

is welcome in Russia, welcome in the Kremlin, has conferences with all the leadership, including

Vladimir Putin. At the same time, we're told that the Wagner Group, directed by Pregosan, a former

cook. The Wagner Group is involved in all levels of bad acting in Africa and other parts of the

world, all beyond the law. And therein is the lesson. I welcome Dan Hanaker, who writes his

Wonderland column for the Wall Street Journal editorial board, deputy editor at the editorial page,

who introduces to no rules at all. Dan, a very good evening to you. It's the 21st century.

Well, of course we have rules. Haven't we fought for 2000 years since the Romans had rules?

Where, what is this idea that no rules at all? And what are the rules for men like Pregosan?

Good evening to you. Hi there, John. Well, yes indeed. I think most people in the civilized world

think that at the end of the day they live under the rule of law. Yet it occurred to me

that the head of the Wagner Group, getting a Pregosan, is proposing that perhaps we're moving

into a postmodern era in which there are no rules. The Wall Street Journal had an extraordinary

story this past week detailing Pregosan's empire. And while it's widely believed, and as it

was because of Ukraine, and then the so-called mutiny when the Wagner Group was marching on

Moscow, the idea is that this is just a collection of guns for hire, mercenaries. Well, in fact,

Pregosan runs a pretty vast empire of upwards of 70 shell companies that are doing something

nominally related to real business in any number of African countries. They do mining and

madagascar on the Central African Republic. Sudan, they protect Basha'alasides, oil and gas fields

in Syria from which they drive revenue as well. And all of these companies are financed
