Two Pennsylvania State Troopers and a pedestrian were killed in a crash early Monday morning on Interstate 95 in South Philadelphia. The state troopers are identified as 33-year-old Martin F. Mack the 3rd and 29-year-old Brandon T. Cisca. Trooper Mack was on the force since November of 2014 and Trooper Siska since February of 2021. The identity of the pedestrian has not been released at the time. At this time, as state police are still trying to attempt to contact the next of kin. It happened shortly before 1 a.m. on 95 southbound near the stadium complex, just north of Broad Street. According to state police, the troopers were responding to reports of a man walking along 95 southbound.

Authorities say as the troopers were helping the man into the back of their cruiser, a female driver attempted to drive past the scene at a high rate of speed.

State police say she fatally struck the two troopers and the male pedestrian as well as the cruiser.

According to police, the impact was so great it threw the troopers into the northbound lanes of 95.

The driver of the striking vehicle remained on the scene. State police say they are conducting an

investigation that is DUI related. No charges have been filed at this time. State police dispatch tried

to contact the two state troopers, but when they did not get a response, they sent backup.

The troopers, however, were pronounced dead at the scene.

The Pennsylvania State Troopers Association said both troopers were organ donors and have donated

their organs to the Gift of Life program.

Governor Tom Wolfe ordered the Pennsylvania flag on all state facilities,

public buildings and grounds fly at half staff to honor the troopers.

A teenager who police say fired into an occupied car near Temple University is believed to be

responsible for other shootings in the city.

On March 18th, police say two females, two males, a 15-year-old and a 14-year-old accomplice, approached 14 girls who were in a car at Broad and Cecil B. Moore at about 8.30 in the evening. Police say the teen girls then pepper sprayed the suspects, and that's when the 15-year-old suspect shot two of the girls. The males ran, and one of the males fired eight shots at the car. Six of the shots hit the passenger's side of the cars in Philadelphia Police Captain John Walker.

Both victims were transported to an area hospital where they were placed in stable condition.
