This is CBS, I on the world. I'm John Bats with Gordon Chang at Gordon G. Chang, my colleague

and co-host and friend and solving the acronyms of Washington

requires a specialist. We have one. Bill Gertz of the Washington Times

a National Security correspondent, author of most recently deceiving the sky inside

Communist China's drive for global supremacy. I'm very pleased to say, Bill, that you

did not reduce the title of your recent volume to an acronym. I would have

difficulty coming up with a pet way to say it, but in any event there are

acronyms all over Washington and the one we're concerned with right now has to do with Cyber

Command. Cyber Command has a remit that is vast competition crisis and war fighting.

What does that mean, Bill? Good evening. Yeah, this the Cyber

Command was something that was recently, not too recently, but a number of years

ago elevated into a joint war fighting command.

And I've been following that over the past, say, decade or so.

And I came across recently a report by the Pentagon's Defense Science Board.

And their board is a board of experts, and they looked at what's called the joint cyber war fighting architecture

JCWA and what they found in very unusually blunt criticism was that this is their main war fighting tool.

It's a combination of software and other things that they actually defend against cyber

attacks and also go on the offense against foreign adversaries.

And basically they said it doesn't work.

And the fact that it doesn't work is pretty much a threat to our ability to defend the country

from what's being increasingly viewed as dangers from cyber attacks, especially from China and Russia.

Doesn't work?
