I welcome my colleague Conrad Black, distinguished biographer and National Post columnist,

to help me understand the Canadian government, Mark Carney's new government, and the pledges to

NATO. The Canadians are a proud member of NATO, longstanding, and yet all of NATO is going

through a transformation, ambition to reach a 5% GDP route by X-numbered of years in the future.

Canada has made a very bold pledge of 5% despite the fact that the economy has not behaved well these last years.

However, there's more than money here.

There's capabilities, there's frontiers, there's things to explore. Conrad, a very good

evening to you. There is no organization or part of Canada that hasn't sacrificed a great

deal over the last 150 years in service of the freedom. So there's no doubt that Canadians are going to participate in NATO.

The question is what needs to be done?

Presuming the money's there, and it is there.

You're blessed with natural resources.

Mr. Carney, talk during the campaign about icebreakers and about fortresses in the north,

but I'm unfamiliar what is needed.

Well, if the issue is, can Canada do it and will it do it, raise its commitment to

5% and carry that out, I believe the answer is yes.

I think there is a national consensus for it.
