Gavin Newsom is mentioned routinely now when I listen to broadcast from Europe in the morning, from London, as the next Democrat to contend with nationally.

Gavin Newsom says very clearly, however, I'm not running for president I'm entirely behind Joe

Biden so let us look at 28 and the preparation for that open White House no matter

who wins in November of 24.

Where is the state of the state address, you ask in your column?

Is there an easy explanation for why the governor has not taken advantage of this television time?

Good evening, John. You know, it's an awfully good question.

For our viewers are not familiar with this practice, the state of the state address is the equivalent of the

state of union address and just as in the federal Constitution where it says you don't

have to do it every year and certainly not on TV. Governors take the chance to go on TV and offer their vision, sometimes for the

state, sometimes for the national standing.

When I worked for a California governor 30 years ago, we did it within the first nine days of

January to get the jump on.
