Right now we're talking about California and Florida. If there is one state identified with the

If there's one state that is identified right now as troubled, it's California. All the troubles

can't be solved. However, Bill is focused on one. In both states, a difference of opinion

How does it work?

Because I don't live in a state that uses it.

Well, they work similarly, John, in that you want to put a measure on the ballot.

You can call an initiative or a referendum in California and Florida.

They call them amendments.

You have to have a certain number of registered voters in the state to agree to put it on the ballot.

And if you reach that threshold, it goes on the ballot.

And then you put it up for a vote in front of the public.

And like any campaign, there is a pro side and the con side.

And depending on the money involved, they sometimes advertise aggressively, sometimes not.
