Whether there are witnesses is on one hand the determination of the Senate, like the house

managers, the present buyers can indicate who they might like to have called, but it's

up to the Senate.

They're the ones who get to determine which witnesses will be heard if any.

But there's also the question of what happens the Senate tries to call a witness, in

the case they would like someone to appear and that person chooses not to comply.
