These traditional economies were crippled by federal law that has held Indians in colonial bondage. | 0:49.4 | the state's interference. We get an Indian gaming authority law from Congress in |

| 1:00.5 | limit it. Terry, it does the gaming bend rules a little bit or is it more of |
| 1:05.8 | the same ward ship? How is it conducted? Well, it started out to be a way of |
| 1:12.9 | try way that tribes could carve out an area of sovereignty for themselves. They |
| 1:18.7 | could enter into agreements with the state to have gaming on the |
| 1:23.0 | reservation and these were states that had little gaming that we see all over |
| 1:27.8 | the place today. But when this all started, Nevada was where he had to go if you |
| 1:32.6 | wanted to gamble. And tribes said, well, what if we just open one little |
| 1:37.0 | enclave for gambling outside of Nevada and we have a monopoly on that? The |
| 1:43.1 | state said, okay, we'll agree. We'll give you that sovereignty to have your own |
| 1:47.2 | casinos. And tribes that were in populated areas could do very well. You |
| 1:52.2 | mentioned the Uniteite talked earlier about the Kishada. You look up and down |
| 1:56.6 | the interstate corridor from Seattle to to California and the tribes that are |
