A living in New York City in the 1990s, I never thought people would stop smoking in bars and

clubs, but it happened. And people also accepted seatbelt mandates and reduced the use of

ozone-depleting substances. So it is possible, but what

precipitates change? Well, today's episode documents a cultural shift in Texas and how it happened.
