Summary

When it comes to tech startups and innovation, the European Union has largely lagged behind the United States and China. In an effort to reverse this trend, the European Commission is working to create a Digital Single Market (DSM) to harmonize technology regulations across its member states. It’s a nice idea, in theory, but it poses serious concerns for competition and differentiation among EU nations. Evan and Berin are joined by Massimiliano Trovato, a research fellow at the Istituto Bruno Leoni, a libertarian think tank based in Milan. Will the DSM, bolster Europe’s tech landscape? What can the US learn from the EU’s approach to regulation? Is espresso really better in Italy?

So, Massimiliano, there's a push to harmonize regulations in the EU to make it easier for trade and data transfers and all that type of stuff.

Tell us about what the digital single market is.

The digital single market is a series of 16 proposals that the European Commission put forward in May of last year.

And it ranges from things about taxation like VAT harmonization to things like the regulation of digital platforms.

There's a lot of stuff in there, very different proposals,

and all of them are now going through a stage of public consultations

by which the European Commission is trying to gather evidence and opinions by the public. So let's start with what you see as the good parts of these proposals.
