Puerto Rico has been a U.S. territory.

Now, it's a territory, and it does have a member of Congress, but it's non-voting.

You can vote for president, but you can't vote for, well, you vote for a congressperson,

but that congressperson has no vote.

It's very, very strange with territories.

So let me tell you what happened to this guy, Umberto Marchand.

He goes to the Hertz counter after he flies into New Orleans.

And he has a prepaid vehicle at Hertz.

I paid for it.

I want it.

So he goes to the counter and he shows his ID from Puerto Rico.

Now, let me set up the scenario.

He is, he speaks with a Puerto Rican accent.

Clearly he is Hispanic.

And then you have literally the idiot person behind the counter.

And it's a woman who says, I have to see your passport.

And he goes, what do you mean?

I have to see my passport.

I'm a U.S. citizen.

Do you ask that guy over there to see a passport who just came in?
