| 1:52.3 | Solis introduced a proposal to, and I'm going to quote now, |
| 1:57.5 | depopulate and decarcerate L.A. County jails. Now, I know what depopulation means. I know what |
| 2:07.6 | incarceration means, but I think this is a new word, decarcerate L.A. County jails. And we don't know how far this actually went. Was it to simply release all the prisoners |
| 2:22.9 | and county facilities? I have no idea. Reduce the prisoners. Again, I have no idea. Now, to Hilda Solis's argument, to bolster her argument, L.A. County has been under consent degrees, decrees with the courts and has had real problems with how inmates are treated with mental health issues and abuse from guards and crowding. I mean, there's been a lot of issues. |
