Summary

As Congress takes critical next steps in the impeachment inquiry, ABC News senior correspondent Terry Moran and contributor John Cohen break down all latest developments on "The Investigation." Cohen, a former senior  investigator for the House Judiciary committee, provides his unique analysis of the public testimony thus far: "a sounding of the alarm...that the national security system that has protected this country for decades is broken." As for the White House responses to the inquiry, Moran theorizes that the president's allies will take their case to the American people "that they don’t need this committee, it's basically 'you got nothing' to use a line from an old gangster movie."

Welcome to The Investigation. I'm John Santucci, senior editorial producer here in Washington for ABC News. Chris Flasto has the morning off, and we are gearing up for what else is new. Another busy week here in Washington. But December is kicking off with a new

0:21.5

committee taking center stage up on Capitol Hill. That is the House Judiciary Committee,

0:26.2

set to begin their first impeachment hearings later this week. Let's bring in the team here to

0:31.5

break this down. I'm joined by my colleague, White House and Capitol Hill reporter,

0:35.0

Catherine Falders, and senior National Correspondent Terry Moran.

0:38.7

So, Catherine, literally as we're coming into the room to talk about this week, you just

0:43.2

happened to send, oh, I don't know, a five-page email here breaking down what the week has.

0:47.8

Sorry. As if you knew we had to talk about this, Catherine, your timing couldn't have been

0:51.9

more perfect. So we do have a busy week coming up here.

0:55.9

We do. So yesterday, members of the House Intelligence Committee began viewing Schiff's impeachment report

1:02.9

behind closed doors. And later today in the evening on Tuesday at 6 p.m., they're going to take a vote

1:09.7

on Schiff's report from the House Intelligence Committee,

1:13.0

which will essentially, it's a formality in a way, it will vote that report out of the committee,

1:18.2

and then it will essentially shift the impeachment inquiry over to the House Judiciary Committee.

1:24.2

So that's what we've seen at the first two days of this week, and then Wednesday will be the first hearing in the House Judiciary Committee. So that's what we've seen at the first two days of this week. And then Wednesday

1:28.3

will be the first hearing in the House Judiciary Committee, which will essentially be this

1:33.4

hearing with constitutional and legal scholars, essentially analyzing this notion that the

1:40.5

president committed these high crimes and misdemeanors. Now, we will probably see a lot

1:46.0

of theatrics from both sides of the aisle here, Democrats and Republicans. Republicans are

1:51.0

upset that they won't have enough time to review shifts report, not enough time to prepare. But remember,

1:58.0

what we've heard from Republicans in the White House, you and I both know,

2:02.4

for the past month, really, is how this is an impeachment hoax. These hearings aren't fair to them.
