because we are talking about the longer-term consequences of the riots. And we're going to delve

deep on many different levels, exploring who they are, what that means, what it might mean for

going to be here for hours. No, we're not. We're going to go through it as speedily as we possibly

can. There will be consequences, even if I think the four of us agree that

fundamentally it's a law and order issue. And I'll give you one example before I bring in

everybody else. I was, when reflecting on these riots, look back to the Toxteth riot in the early

1980s. And look, there's a brilliant website, the Thatcher Foundation, and looked up Heseltine, Michael Heseltine's response to that.

He wrote a document famously to Margaret Thatcher and it was called It Took a Riot.

And he then persuaded at the height of that monetarist experiment in my view

failed experiment and one of the triggers of the riot then high unemployment etc he persuaded

the monetarist margaret thatcher to provide money for him to begin the revival of that city.

There are always consequences and that's one example actually of a very positive one.

Now this is an entirely different set of circumstances, but again, I just use that as

an evidence. Say, we're not in a fantasy world here, even if it's a kind of partly a breakdown of

law and order, there will be other consequences. Now, Tim, you tweeted very interestingly this week

that you think part of the explanation, which will then lead us to

consequences, is a substantial proportion of the population. I think you put it at 15%.
