| 0:48.1 | The reason it does not technically need to hold a vote on the Windsor Framework on the agreement on the Northern Ireland Protocol. |
| 0:55.1 | Now, where he to decide he doesn't need to, there's always a chance that MPs could get very hit up and say we're going to force a vote. |
| 1:03.1 | But it does mean that it has been very much in the power of number 10 to decide when to have this vote and the form to have the vote in. |

| 1:48.1 | So the idea that there is an effective unionist veto on new rules when they come in if you had two different parties voting in Stormont. |
| 1:59.1 | Now, when it comes to new EU rules, Northern Ireland have to follow. |
| 2:02.1 | Now, the caveats to the Stormont Lock is that Stormont has to be up and running for these parties to be able to activate it, and that has yet to happen. |
| 2:13.1 | And also there is a question about how much you would really use the Stormont Lock because the EUC has an emergency break for the rarest of occasions, whereas if you are a unionist who is very worried about this idea of Northern Ireland being different from the rest of the UK in terms of these rules, you might want to use it fairly regularly. |
| 2:31.1 | And the Westminster Government has to back you too. So, for example, some of the DEP members who are more skeptical of the Windsor Framework. |
