| 0:58.9 | President Biden's student loan forgiveness programs. Perhaps the most |
| 1:04.0 | significant part of the bill is the Reigns Act. This legislation requires |
| 1:09.6 | congressional approval of any new federal regulations that will have an |
| 1:14.4 | impact of more than a hundred million dollars. We'll have significant |
| 1:18.8 | harmful impact on the economy or will increase consumer prices. |
| 1:24.9 | Even though the bill increases spending and debt there are reasons a supporter |
| 1:30.2 | of limiting government might vote for it. However even in the unlikely event that |
| 1:36.0 | this bill has passed in the Senate and signed into law by President Biden |
| 1:40.4 | it is unlikely that the 1% spending cap would remain in force for the |
| 1:45.6 | full 10 years. Historically spending caps impose as part of a balanced budget or |
| 1:50.9 | debt ceiling deal do not last for more than one or two |
| 1:55.5 | congressional terms. This is because every spending program is protected |
