A Ukraine conflict. I welcome Anatol Leven of the Quincy Institute for Responsible

Statecraft to begin with a dispute between Poland and Ukraine over grain. However, this

is illustrative of a larger story going forward, many years, with Ukraine's ambition not

only to join NATO, but to join the European Union.

Mr. Moravitsky and Mr. Duda, two major politicians in Poland, are both extremely annoyed at a dispute

with Ukraine over grain. As I understand it, this is a consequence of the blockade of

the Black Sea by Russian forces, so that the alternative routes for grain include the

Danube River. However, I get lost in the tangle between what is agreed upon in Europe

about Ukrainian grain going to market.

What the WTO of Pines and the Polish position is now joined by according to your reporting

several other countries, Hungary and Slovakia. What is the grain story? Thank you very much.

Hello, John. Yes, well, it is indeed complicated. It goes back actually much further than the

Russian invasion of Ukraine, because European countries, at least in a major food producers,

have always been worried that Ukraine would be able to dump large amounts of food in European

markets at cheap prices, because Ukraine can produce food much more cheaply, and thereby

undermine their farmers and the common agricultural policy.

So Ukraine's association agreement with the European Union actually explicitly limits

Ukrainian grain exports to the EU. That was suspended by the EU when Russia imposed its blockade

of Ukrainian grain exports to the rest of the world via the Black Sea. So Ukraine was then
