This is a complex story ranging over a vast area of the Black Sea Basin. It can involve Romania

Well, Russia certainly hoped that it would be leverage, but the Russians claim you see that

the West promised that if they agreed to allow Ukraine to export its grain, that the West would

reduce sanctions on Russian fertilizer export in particular and generally relax the financial

controls, which Russia says is making it much more difficult for it to sell its grain.

The West did not do that, and Russia has at the very least used that as an excuse now
