a plot, I believe, and another subplot being moved around lots of subplots. It's all subplots, written by Carrie Bates pencil by John Kalnan and Rich Buckler, inked by Vince Colleta, who does not do a good job of inking things that look fast, even though he is a fast stinker.

We begin with,

of course,

the civic leaders of

We begin with, of course, the civic leaders of Central City, your governor of the state, your mayor, your utilities guy, the guy in charge of the utilities. Of course, kidnapped by the evil clown, the silent clown, oldest story in comics, a circus acrobat whose family is hurt, he gets hurt, his family's killed actually,

seeking revenge, becomes a clown, kidnaps these leaders, wants to get revenge on the Flash as well,

gets them together, throws them up in some high electricity wires, high-tension wires,

and a unicycle type contraption where the leaders are out on these chairs and the Flash is in

the center balancing it,

they're going to fall to their dust because the flash can't use a super speed

because the clown is playing an oscillating note that neutralizes his ability to vibrate

and move at super speed.

And the gyroscope that's keeping him balance is about to be turned off by the clown.
