I'm Alex Kizora. In what's supposed to be a quiet time right off the NFL draft,

the Pittsburgh Steelers have made lots of noise in the day since. Tuesday's headlines were loudest

with where the team was placing an unrestricted tender on quarterback Aaron Rogers,

a rare move for any team to put on any player and may be unprecedented for someone in Rogers' position,

So what does it mean?

Largely it does seem procedural.
