0:44.9	Albany was rife with corruption. It was so bad that an ethics lawyer once told
0:51.0	lawmakers to deliver disclosures by hand rather than by mail,
0:55.3	so that if they got caught lying, they wouldn't also be charged with mail fraud.
1:00.2	It was so bad that an incumbent state senator was more likely to get arrested than to lose re-election.
1:07.0	It was so bad that New York probably had more corrupt politicians than any other state in the country.
1:15.0	How did it get so bad? Because of a political culture that accepted it, that expected it even.
1:20.0	But look, lots of New York legislators were not corrupt, like Assembly Member Amy Paulen.
1:27.2	Over her almost 20 years in office, she's watched a lot of scandals unfold.
1:31.7	There were so many cases of members of the New York State
1:36.4	legislature that were accused of or convicted of taking bribes, doing something improper, and it was shocking.
1:47.0	It was shocking because each time I would say to myself,
1:51.6	didn't I have any clue?
1:54.0	Didn't I have any clue?
1:56.0	Corruption in Albany was all around, but it wasn't so easy to spot.
