What does it all mean?

It's an interesting document.

I read the whole thing. It's not actually very long. So if you want to get insight into what Trump and his acolytes are thinking, it's worth a read. What it presents itself as is an extension

of the Monroe Doctrine in the US foreign policy. And that was essentially the

ideas that were put forward in the 19th century to state that the US was independent from Europe

and wouldn't take kindly to interference from countries in Europe, that it was, I suppose,
