I'm Lucy Ash and it's late at night on the outskirts of the Algerian

port of Annabar near the Tunisian border. A sleeping dog has been kicked inadvertently and

we're climbing up a half-built block of flats with a small group of men.

It's absolutely pitch dark apart from the sort of greenish glow from their mobile phones.

I'm a bit worried about where I'm putting my feet because there's a lot of

stones and tangled bits of wire everywhere. Careful. Why are we meeting here?
