Now, I'm curious if we could get into a little bit, because I feel like if I'm the listener

right now and I maybe don't know very much about cost benefit analysis, I might be like,

at this point, be pretty convinced that it's a bunch of bullshit, but wondering like how we got

here and why we ended up using it in the first place?

Excellent.

Yes.

And I think that the history here is fascinating.

And I think that, you know, Beth Pop Berman's post at our symposium and Lisa Heinzeling

has been working on this for decades, really point out how closely tied the institutionalization

of cost-benefit analysis was to Reagan deregulatory goals. And so Reagan had an executive

order. I think it was 12-866. It was one of these regulatory orders that he had come out with,

an executive order, that

really emphasized the use of this cost-benefit analysis as a constraint on the regulatory

state. And then essentially what happens was kind of fascinating about this is that, you know,

you could have gone in two directions with the Clinton administration. One way would have been to have said, no, we're repudiating that, and we're just

going to continue on with a more expansive notion of what benefits of regulation can be and of the

goals of the regulatory state. But instead, Clinton embraced it.

And I think that what's fascinating. How surprising.

Yeah.

Yeah.

And it's just, and fascinatingly, you know, one of the leading intellectuals that led, I think,
