The problem with statements like this is that they're very often used as cover for fallacious reasoning, either intentionally or unintentionally.

Sometimes it's an argument from ignorance fallacy. Sometimes it's the God of the gaps. And sometimes it's just plain old unreasonable bias or equivocation.
