here are the basic facts. I'm going to read from the cert petition. It says Wisconsin exempts

from its state unemployment tax system, certain religious organizations that are, quote,

operated, supervised, controlled, or principally supported

operated primarily for religious purposes. So this is an element of Wisconsin's state tax exemption
