The Trump administration says it'll provide only half of the usual food stamp benefits this month.

The U.S. Department of Agriculture says there's not enough money in the Supplemental Nutrition

Assistance Program or SNAP to cover people's full

allotments while the government is shut down. It comes after separate rulings from two federal

judges rejecting the USDA's claim that it couldn't use emergency funds. In a court filing today,

the administration says it decided against pulling from other sources of money to provide full

benefits for

November. Here's CNN's Elena Trin. A question though, of course, is when can they expect these

November benefits? As many people, of course, rely on this on a day-to-day basis. We did hear from the

agency. They said they are going to provide guidance on the partial payments to states as soon as today.

However, the agency noted that recipients in some of these states might not see some of this

aid for weeks or months. Meanwhile, the Trump administration will use $450 million in leftover

tariff revenue to fund November's payments to WIC, the special supplemental

nutrition program for women, infants, and children.

Two men in Michigan face federal charges for allegedly planning an ISIS-inspired Halloween

attack in the U.S. According to a criminal complaint, Mohmed Ali and Majid Mahjid Mahmoud had

multiple AR-15 rifles,

tactical gear, and Mahmoud had bought more than 1,600 rounds of ammo.

Mahmoud's attorneys tell CNN the suspects are both 20 years old

and declined to provide more details.

CNN has asked Ali's attorney for comment.
