Hey from CNN. I'm a pharma dk, with the five things you need to know for Friday, October 31st. Two federal judges issued

separate rulings ordering the Trump administration to tap into billions of dollars in emergency

funds to at least partially cover food stamp benefits for millions of Americans in November.

However, benefits will still be delayed. They were scheduled to be distributed tomorrow.

Here's CNN's Renee Marsh.

SNAP benefits cost roughly $9 billion per month.

So within that emergency fund, they're just about $6 billion.

So it is not going to cover every single individual who relies on this program.

So what you may have is that people may eventually get these funds, but it may be reduced

from what they usually get on a monthly basis.

And that in itself will be complicated according to the Trump administration.

President Donald Trump suggested today that the government could continue to fund critical aid beyond Saturday.

This contradicts his administration's argument that there was no money available to maintain the benefits.

Trump then argued that it would be simpler for Democrats to side with Republicans and vote to reopen the government.

Speaking of President Trump, he notably skipped a major summit in South Korea that kicked off today.

The Asia Pacific Economic Cooperation, or APEC.

Treasury Secretary Scott Besson is standing in for him during the two-day event.
