Steve is very much focused on Tononaga's half-brother, hereai and all that he brings to this camp here right after the earthquake has happened.

Toronaga has been decimated. He reaches out to his half brother, his younger half brother, who initially seems like he's going to be on Toranaga's side and then pulls the old switcher-ru here and that by the end he's the one that is working with the shido he's taking he's taken the recently vacated region's job there on the council and in essence is going to betray Toranaga here and by the end he is the one that says verbally that he's going to lead
