Nearly the entire Republican conference is calling on Senate majority leader Chuck Schumer of New York

to ensure a full impeachment trial is held for Homeland Security Secretary Alejandro Mayarchus

as the House prepares to transmit the articles of impeachment to the

Senate which has now been done. And that transfer always to my reading of

American history led to a trial in the Senate even if the

presumption was there are not two-thirds majorities here so why are we wasting our

time still the trial is held. There's a prosecution with impeachment

managers from the House. There are hearings, there are witnesses. The

Supreme Court Chief Justice presides, and then?

Richard, is it in the Constitution

that the majority leader can refuse

to hear the bill of impeachment from the House

and there'll be no proceedings?

Well, no, I think this is a classic illustration where there's a

gap in the text because what it says is the House of the sole party to present impeachment

in the Senate shall judges.

But everything else then is done in accordance with rules.

Well, the rules that are out there for various impeachments

are extremely detailed and extremely kakaro.

And they've been used literally for years and years.
