Nuclear power, ambition of the 20th century was that nuclear power was practical and would

change the face of the planet. It didn't happen. Nuclear power is suspect in the United

States. Nuclear power is not suspect in Eurasia. So I welcome Andrea Stricer of the Foundation

for the Defense of Democracies to help me with news items that connect the ambitions

of Mohammed bin Salman, the Crown Prince of Saudi Arabia, with the contest with the Islamic

Republic of Iran, with the concerns of the IAEA, that's the International Atomic Energy

Agency of the UN, the Watchdog, with the more than casual concerns of member states of NATO

about nuclear weapons and the United States of America. Andrea, very good even to you. I

read the report from Reuters. Saudi Arabia says it has decided to end light touch oversight

of its nuclear activities by the UN Atomic Watchdog, the IAEA, and switched to full-blown

safeguards. A change the agency has been demanding for years. I am lost already. What is

a light touch? What is full-blown safeguards? And why? Why now? Good evening to you. Good

evening, John. Great to be with you. So Saudi Arabia announced at the IAEA's General Conference

that it's going to bring into effect its comprehensive safeguards agreement or CSA with

the IAEA. This is good news. It allows early notification of plans to build nuclear facilities

and entails greater inspections, greater oversight over nuclear material producing facilities,

and all of this helps ensure its diversion of assets to an atomic weapons program. Until

now, Riyadh has had what's called a small quantities protocol or SQP in effect, and that's

for states working with only small amounts of nuclear material, and it holds many of

the provisions of the CSA in advance. I think we're seeing this now because the Kingdom

plans a vast nuclear expansion, it's seeking the entire nuclear fuel cycle starting from
