The Department of Homeland Security says federal agents shot and killed another person in Minneapolis.

Today's death, a 37-year-old nurse, an American citizen identified as Alex Prettie.

Bystander video appears to show Prattie with a phone in one hand, nothing in the other,

as he then appears to be pepper sprayed and wrestled to the

ground, then shot. With this latest shooting, tensions are soaring in Minneapolis. The police chief

says Prattie, the local nurse shot and killed by Border Patrol today, was a lawful gun owner

with a permit to carry. A Minnesota gun rights group is expressing concern about the fatal shooting

of Prattie and is calling for an independent investigation,

saying everyone in the state has, quote, the right to keep and bear arms, including while attending protests.

ABC's Pierre Thomas, Department of Homeland Security Secretary Kristy Noem calling the shooting a tragic situation,

but then arguing that the shots were defensive because the agent was fearing for his life.
